Together with Rapid Climate Changes ( RCCs ), my understanding is, if the ocean temperature drop 2 to 3 Celsius degree, we are likely to get much less rain fall in very long period of time, such as hundreds of years.
Volcano winter also cause the temperature to drop, which leads to much less rain. But that's not likely to last for hundreds of years.
The key is not about how the calamities happened, but about why it took more than 200 years to recover. Megadrought is surely the only reason.
